The Halal Product Process Assistance Institution (LP3H)

The Halal Product Process Assistance Institution (Lembaga Pendamping Proses Produk Halal / LP3H) of UIN Sunan Kalijaga Yogyakarta is an institution officially established and certified by the Halal Product Assurance Organizing Agency (BPJPH) of the Republic of Indonesia. LP3H UIN Sunan Kalijaga Yogyakarta was legally established on 17 November 2021, with Registration Number 2112000002, as a halal assistance institution originating from the higher education sector.

LP3H UIN Sunan Kalijaga Yogyakarta is recognized as one of the first halal assistance institutions in Indonesia from the State Islamic Higher Education Institutions (PTKIN), alongside institutions such as UIN Syarif Hidayatullah Jakarta, UIN Sunan Gunung Djati Bandung, UIN Walisongo Semarang, UIN Maulana Malik Ibrahim Malang, and UIN Sunan Ampel Surabaya.

At its inception, LP3H UIN Sunan Kalijaga Yogyakarta directly coordinated and supervised Non-Civil Servant Religious Counselors serving as Pendamping Proses Produk Halal (Pendamping PPH) in the Special Region of Yogyakarta, who had previously completed official training organized by BPJPH of the Republic of Indonesia.

Following the enactment of Law Number 33 of 2014 on Halal Product Assurance, halal certification schemes for business actors expanded beyond paid (regular) mechanisms to include a free-of-charge scheme known as Self Declare, subject to specific requirements. This policy direction was further reinforced by the Job Creation Law, particularly the cluster on Ease of Doing Business, which strengthened the implementation of halal product assurance.

In this context, LP3H UIN Sunan Kalijaga Yogyakarta plays an active role in supporting the implementation of the Halal Product Assurance Law through institutional mechanisms aimed at recruiting, training, and producing Pendamping Proses Produk Halal (Pendamping PPH)—individuals responsible for assisting Micro and Small Enterprises (MSEs) in applying for halal certification through the Self Declare scheme.

During January–February 2022, the Halal Center together with LP3H UIN Sunan Kalijaga Yogyakarta was entrusted to conduct Training of Trainers (ToT) programs for prospective halal assistance institutions from various sectors, including higher education institutions, religious mass organizations, and foundations. Participants in these ToT programs came from a wide range of institutions, including:

UIN Mataram; IAIN Sultan Amal Gorontalo; IAIN Ambon Maluku; IAIN Ternate Maluku Utara; IAIN Fattah Muluk Papua; IAIN Sorong Papua Barat; STAIN Majene Sulawesi Barat; Pondok Pesantren An-Nawawi Purworejo; Pondok Pesantren Sirojul Muhklasin 2; PP GP Ansor; Pondok Pesantren Mamba’ul Huda Magelang; PW ISNU Jawa Timur; Yayasan Pondok Pesantren Miftahul Huda Rawalo; Universitas Alma Ata; Universitas Muslim Indonesia (UMI) Makassar; UNU Nusa Tenggara Barat; Universitas Muhammadiyah Sidenreng Rappang; Pesantren Sidogiri; Institut Ilmu Al-Qur’an An-Nur Yogyakarta; Provincial Task Force of North Maluku; Institut Sains dan Teknologi Nahdlatul Ulama Bali; and PW Muslimat Nahdlatul Ulama Bali.

In accordance with Government Regulation Number 42 of 2024 on the Implementation of Halal Product Assurance, Micro and Small Enterprises are eligible to apply for halal certification through the Self Declare scheme with zero cost, provided that the application is assisted by a Pendamping PPH. Pendamping PPH may come from diverse backgrounds, including students, teachers, employees, and the general public.

LP3H UIN Sunan Kalijaga Yogyakarta conducted six batches of Pendamping PPH training between March and July 2022. Out of approximately 1,400 participants, around 900 Pendamping PPH successfully graduated and were deployed across Indonesia. By the end of 2022, LP3H UIN Sunan Kalijaga had assisted in the issuance of 9,575 free halal certificates.

In 2023, LP3H UIN Sunan Kalijaga continued its training programs and conducted up to 12 training batches by July 2023. From approximately 2,200 participants, around 1,400 Pendamping PPH graduated. As a result, the total number of Pendamping PPH under LP3H UIN Sunan Kalijaga reached approximately 2,400 individuals. Between January and July 2023, these Pendamping PPH assisted approximately 41,000 MSMEs across Indonesia.

These achievements placed LP3H UIN Sunan Kalijaga in fourth position nationally, following LP3H UIN Walisongo Semarang (1st), UIN Sunan Gunung Djati Bandung (2nd), and Yayasan Pendidikan Cendekia Muslim (3rd).

Beyond training activities, LP3H UIN Sunan Kalijaga Yogyakarta, together with the Halal Center, continuously conducts Monitoring and Evaluation (M&E) of Pendamping PPH, both online and offline, to ensure integrity, adherence to ethical standards, and consistency in regulatory and technical understanding of the SiHalal system. These efforts are reinforced through regular regulatory refreshment sessions and weekly coaching clinics.

As of 2025, LP3H UIN Sunan Kalijaga Yogyakarta has conducted a total of 22 Pendamping PPH training batches, with approximately 5,000 active Pendamping PPH distributed across 34 provinces in Indonesia. Currently, LP3H UIN Sunan Kalijaga holds the top rank among PTKIN-based LP3H institutions nationwide, and sixth place nationally overall, with the top five positions occupied by LP3H institutions under foundations rather than universities. This achievement demonstrates UIN Sunan Kalijaga’s strong institutional capacity as a higher education institution in delivering maximum halal services to the public, particularly MSMEs.
